Learners enrolled in a residency training program at Memorial University are issued a Postgraduate Training Program Licence which requires renewal on an annual basis. Additionally, learners enrolled in a residency training program at Memorial University may apply for and obtain secondary licensing at the request of the Dean of Medicine:
- Postgraduate On-Call Duties Licence; or
- Provisional Postgraduate Licence – specialty locum
A Postgraduate On-Call Duties Licence or a Provisional Postgraduate Licence – specialty locum will only be issued for the specific dates requested by the Dean of Medicine.
Learners nearing completion of their Postgraduate Residency Program who intend to practice medicine in NL should apply for a Licence to Practice as early as possible to avoid a potential delay in licensing.
The criteria for applying for each of the three licence types are outlined below:
1. Postgraduate On-Call Duties licence (minimum requirement – PGY2)
Learners seeking to obtain a licence for Postgraduate On-Call Duties are required to provide the following to determine eligibility:
- PGME request form – can be found on the PGME website.
- MCCQE1 – Evidence of your successful completion of the MCCQE1 (Statement of Results & Supplemental Information Report).
- Professional Liability Coverage – Evidence of CMPA coverage in code 14 (Statement of Protection).
- Pre-Licensure Courses and Readings – a list of required and recommended online courses as well as a list of recommended material for review to use as a resource in the practice of medicine will be provided.
- Providing Culturally Safe Health Care for Indigenous Patients – certificate of completion for the “Providing Culturally Safe Health Care for Indigenous Patients”
2. Provisional Postgraduate Licence – specialty locum (Final year/stage)
Learners seeking to obtain a licence for a Provisional Postgraduate Locum (Final Year Locum), are required to provide the following to determine eligibility:
- PGME request form – can be found on the PGME website.
- Confirmation of Sponsorship – NL Health Services is required to provide CPSNL with a completed Sponsorship Form.
- MCCQE1 – Evidence of successful completion of the MCCQE1 (Statement of Results & Supplemental Information Report).
- RCPSC – evidence of your Royal College eligibility or Royal College certification/evidence of successful completion.
- Professional Liability Coverage – Evidence of CMPA coverage in code 14 (Statement of Protection).
- Pre-Licensure Courses and Readings – a list of required and recommended online courses as well as a list of recommended material for review to use as a resource in the practice of medicine will be provided.
- Providing Culturally Safe Health Care for Indigenous Patients – certificate of completion for the “Providing Culturally Safe Health Care for Indigenous Patients”
- Payment of Fees – payment of application licence fee (fee schedule)
3. Licence to Practice (nearing end of final year/stage)
Learners who are nearing completion of their Postgraduate Residency Program and require a license to practice in NL are required to provide the following information:
- completed application (physiciansapply.ca)
- credentials documentation
- LMCC or accepted alternative: Examinations Required and Approved by Council
- CCFP (certification or confirmation of eligibility – if unsuccessful); or
- RCPSC – certification or confirmation of eligibility – including years of eligibility (if unsuccessful)
- criminal record check and vulnerable sector check
- current government issued identification, that includes a photograph
- certificate(s) of professional conduct (CPC’s) – jurisdictions outside of NL
- confirmation of residency completion
- reference(s)
- CPSNL may request other items as determined through application review
**Required documentation previously submitted will not require re-submission, unless considered expired (i.e Criminal Record and Vulnerable Sector Check, etc.)
**Required forms and specific credentials documentation criteria will be provided to the Learner by CPSNL upon receipt of a completed application
Issuing a Licence
Learners who are nearing completion of their Postgraduate Residency Program and require a license to practice Should eligibility for a licence to practice be issued, the following items are required. These items may be submitted during the application process to avoid a delay in licensing.
- Enrollment in a Continuing Professional Development Program as is outlined in the Continuing Professional Development Policy.
- Professional Liability Coverage for the province of Newfoundland and Labrador as an independent practicing physician.
- Pre-Licensure Courses and Readings – a list of required and recommended online courses as well as a list of recommended material for review to use as a resource in the practice of medicine will be provided.
- Providing Culturally Safe Health Care for Indigenous Patients – certificate of completion for the “Providing Culturally Safe Health Care for Indigenous Patients” course.
- Confirmation of Sponsorship (if applicable) – For Provisionally Licensed physicians, and Clinical Assistants, a Licence may only be issued under the sponsorship of a Provincial Health Authority (PHA).
- Payment of Fees – Payment of applicable Licence and Registration Fees (Fee Schedule).
- Practice Intention (location and dates).
