Learners enrolled in a residency training program at Memorial University are issued a Postgraduate Training Program Licence which requires renewal on an annual basis. Additionally, learners enrolled in a residency training program at Memorial University may apply for and obtain secondary licensing at the request of the Dean of Medicine:
- Postgraduate On-Call Duties Licence; or
- Provisional Postgraduate Licence – specialty locum
A Postgraduate On-Call Duties Licence or a Provisional Postgraduate Licence – specialty locum will only be issued for the specific dates requested by the Dean of Medicine.
Learners nearing completion of their Postgraduate Residency Program who intend to practice medicine in NL should apply for a Licence to Practice as early as possible to avoid a potential delay in licensing.
The criteria for applying for each of the three licence types are outlined below:
1. Postgraduate On-Call Duties Licence (minimum requirement PGY2)
2. Provisional Postgraduate Licence – Specialty Locum (Final Year/Stage)
3. Licence to Practice (nearing end of final year/stage)
Issuing a Licence
Learners who are nearing completion of their Postgraduate Residency Program and require a license to practice Should eligibility for a licence to practice be issued, the following items are required. These items may be submitted during the application process to avoid a delay in licensing.
- Enrollment in a Continuing Professional Development Program as is outlined in the Continuing Professional Development Policy.
- Professional Liability Coverage for the province of Newfoundland and Labrador as an independent practicing physician.
- Pre-Licensure Courses and Readings – a list of required and recommended online courses as well as a list of recommended material for review to use as a resource in the practice of medicine will be provided.
- Providing Culturally Safe Health Care for Indigenous Patients – certificate of completion for the “Providing Culturally Safe Health Care for Indigenous Patients” course.
- Confirmation of Sponsorship (if applicable) – For Provisionally Licensed physicians, and Clinical Assistants, a Licence may only be issued under the sponsorship of a Provincial Health Authority (PHA).
- Payment of Fees – Payment of applicable Licence and Registration Fees (Fee Schedule).
- Practice Intention (location and dates).
