Eligibility criteria includes verification of an applicant’s qualifications, experience, and professionalism. Please review the College’s basic eligibility criteria below to determine if you may qualify for a Medical Licence or a Physician Assistant Licence.

Eligibility Requirements
Full Licence – Family Medicine
- A degree from a World Directory of Medical Schools recognized university or school of medicine
- One of the following:
- College of Family Physicians of Canada Certification (CCFP), or Collège des Médecins du Québec (CMQ) certification;
- Successfully completed a postgraduate training program in Family Medicine the United States of America and holds current certification with the American Board of Family Medicine, or the American Osteopathic Association Board as outlined in the policy; or
- Successfully completed a postgraduate training program in Family Medicine Practice in an approved jurisdiction and holds certification in Family Medicine Practice, satisfactory to the College, in an approved jurisdiction as outlined in the policy.
- Licentiate of the Medical Council of Canada (LMCC) or acceptable alternative (if applicable)
- Currency of Practice
- English Language Proficiency
- Good Character – all or some of the following may be required:
- Up to 3 References
- Criminal Record Check
- Certificate(s) of Professional Conduct from each Jurisdiction a Licence has been held in the previous 10 years
- Disciplinary and background questionnaire
- Government issued photo identification
- Evidence of Professional Liability Coverage for Newfoundland and Labrador
Full Licence – Specialty Medicine
- A degree from a World Directory of Medical Schools recognized university or school of medicine
- One of the following:
- Royal College of Physicians and Surgeons of Canada (RCPSC) Certification;
- Successfully completed a postgraduate primary specialty training program in the United States of America and holds current certification with any Member Board of the American Board of Medical Specialties, or the American Osteopathic Association Board; in their discipline of training as outlined in the policy; or
- Successfully completed a postgraduate primary specialty training program in an approved jurisdiction and holds certification in a primary specialty, satisfactory to the College, in an approved jurisdiction as outlined in the policy.
- Licentiate of the Medical Council of Canada (LMCC) or acceptable alternative (if applicable)
- Currency of Practice
- English Language Proficiency
- Good Character – all or some of the following may be required:
- Up to 3 References
- Criminal Record Check
- Certificate(s) of Professional Conduct from each Jurisdiction a Licence has been held in the previous 10 years
- Disciplinary and background questionnaire
- Government issued photo identification
- Evidence of Professional Liability Coverage for Newfoundland and Labrador
Provisional Licence – Family Medicine
- A degree from a World Directory of Medical Schools recognized university or school of medicine
- One of the following:
- Successful completion of a postgraduate training program in Family Medicine Practice in Canada with certification and/or examination to satisfy policy criteria;
- College of Family Physicians of Canada Certification (CCFP), or Collège des Médecins du Québec (CMQ) certification; or
- Successful completion of a postgraduate training program that is discipline appropriate to Family Medicine outside of Canada that is a minimum of two years in duration or that is a minimum of one year, but less than two years in duration, and is the accepted pathway in the jurisdiction of training for Family Medicine/General Medicine, and a minimum of two years of independent unsupervised clinical practice experience. Plus, the successful completion of a Practice Ready Assessment.
- Successful completion of MCCQE Part 1 or acceptable alternative
- Currency of Practice
- English Language Proficiency
- Good Character – all or some of the following may be required:
- Up to 3 References
- Criminal Record Check
- Certificate(s) of Professional Conduct from each Jurisdiction a Licence has been held in the previous 10 years
- Disciplinary and background questionnaire

- Source verification of medical education and credentials is required if trained outside of Canada (may include medical degree, postgraduate training, certifications, and proof of registration)
- Government issued photo identification
- Evidence of Professional Liability Coverage for Newfoundland and Labrador
Provisional Licence – Specialty Medicine
- A degree from a World Directory of Medical Schools recognized university or school of medicine
- One of the following:
- Successful completion of MCCQE Part 1 or acceptable alternative
- Currency of Practice
- English Language Proficiency
- Good Character – all or some of the following may be required:
- Up to 3 References
- Criminal Record Check
- Certificate(s) of Professional Conduct from each Jurisdiction a Licence has been held in the previous 10 years
- Disciplinary and background questionnaire
- Medical education and credentials documents:
- Source verification of medical education and credentials is required if trained outside of Canada (may include medical degree, postgraduate training, certifications, and proof of registration)
- Government issued photo identification
- Evidence of Professional Liability Coverage for Newfoundland and Labrador
Clinical Assistant Licence
Clinical Assistants shall only provide medical services in a College approved clinical division or department within a tertiary or secondary care setting in Newfoundland and Labrador. A Clinical Assistant shall not act as a most responsible physician (MRP) but as an extension of a supervising physician. There is presently no pathway from Clinical Assistant to independent practice.
Sponsorship is required for all Clinical Assistant Licences.
Clinical Assistant Licences shall be subject to oversight and supervision.
- A degree from a World Directory of Medical Schools recognized university or school of medicine
- One of the following:
- completed postgraduate training program that is discipline appropriate and is a minimum of 12 months in duration, and two years practice experience (must be institutional based clinical services providing direct patient care interaction in the acute care setting); or
- completed postgraduate training program that is discipline appropriate and is two years or more in duration. No practice experience is required for eligibility.
- Registration or Recognition in their area of practice in a jurisdiction to the satisfaction of the College
- Successful completion of the Advanced Cardiac Life Support (ACLS) or equivalent for domain of practice.
- Successful completion of MCCQE Part 1 or acceptable alternative (if applicable)
- Currency of Practice
- English Language Proficiency
- Good Character – all or some of the following may be required:
- Up to 3 References
- Criminal Record Check
- Certificate(s) of Professional Conduct from each Jurisdiction a Licence has been held in the previous 10 years
- Disciplinary and background questionnaire
- Medical education and credentials documents
- Source verification of medical education and credentials is required if trained outside of Canada (may include medical degree, postgraduate training, certifications, and proof of registration)
- Government issued photo identification
- Evidence of Professional Liability Coverage for Newfoundland and Labrador
Applicants do not require an offer letter of employment to submit an application but do require continuous employment to qualify for and maintain a Clinical Assistant Licence.
Clinical Assistants will be subject to approval of employment position by the Council as determined by policy framework prior to the issuance of a licence.
Physician Assistant Licence
- Be a graduate of an accredited Physician Assistant Program recognized by one of the following:
- Physician Assistant Certification Council of Canada (PACCC);
- Accreditation Review Commission – Physician Assistant (ARC-PA); or
- General Medical Council (GMC) in the United Kingdom (UK), or accepted for registration by the GMC;
- Hold one of the following:
- certification or be eligible for certification from PACCC;
- certification and membership from National Commission on Certification of Physicians Assistants (NCCPA); or
- certification (PANE/PARA) from the Royal College of Physicians (UK);
- Provide a College approved Supervision Agreement.

- English Language Proficiency
- Good Character – all or some of the following may be required:
- Up to 3 References
- Criminal Record Check
- Certificate(s) of Professional Conduct from each Jurisdiction a Licence has been held in the previous 10 years
- Medical education and certification documents verified by the College, this may include verification directly from the issuing institution
- Government issued photo identification
- Evidence of Professional Liability Coverage for Newfoundland and Labrador
- College approved Supervision Agreement
Physician Assistants who obtain a licence with PACCC eligibility must continue to hold eligibility to challenge the PACCC PA Certification Examination to maintain their Licence. Physician Assistants who no longer hold eligibility to challenge the PACCC PA Certification Examination or do not obtain certification will be reviewed by the College on case-by-case basis.
Physician Assistants who have not obtained certification from PACCC or NCCPA will be subject to a period of Oversight and Assessment.
The Canadian Free Trade Agreement (CFTA)
The Canadian Free Trade Agreement (CFTA) allows labour mobility across Canada for medical practitioners and physician assistants who hold a Licence to Practice in another Canadian jurisdiction without the applicant having to complete significant additional training, examinations, or assessments.
Additionally, medical practitioners and physician assistants who do not meet the requirements for licensure in Newfoundland and Labrador but hold a Licence to Practice in another Canadian jurisdiction may be eligible for a similar licence type with CPSNL under the CFTA.

Exemptions to Registration
Physicians who are already licensed to practice medicine in another Canadian province or
territory may, in certain circumstances, provide medical services in Newfoundland and Labrador
(NL) without applying for CPSNL Registration.
Exemptions are limited and specific to the intended purpose and only apply when all required
conditions are met.
If your intended work is regular, ongoing, involves direct care, or takes place while you are
physically located in NL, a licence from CPSNL will likely be required.
